What if Chart Ruler is Generational planet ?

What if our ruler is Generational planet in synastry ?(Uranus,Neptune,Pluto)

For example: If Pluto is our chart ruler, does that makes whole same sign pluto position obsessed with chart's owner ?

It becomes a personal planet in that case representing the person the Chart is cast for.

It would give people the traits of the sign the planet is in Mixed with the planets energies. It doesn't say anything about people that have the same position. I am not sure it would
