Hmm.. I wouldn't say there's any lowest or greatest planets [Occult talent] even when speaking about our own very solar system , each one it's unique and it has it's thing going on , there's none without another and so on, everything adds up to a higher and bigger scale of things, all things must be understood and be taken as equal, even if some aspects are more "bigger" and more "potent" , everyone should read each and single aspect they posses in their chart and as what you've mention about Mercury do not forget about this aspect in one's natal chart:

View attachment 4731 I have heard that Mercury seems like a connection between Pluto and the Moon,I know that for instance Pluto is seen as maybe the higest occult and spiritual and powerful and that has to do with the death,rebirth,transformation and overall the spirituality the actual all atoms of any thing , anyways, I wouldn't had choose Mercury as the lowest and for a matter a fact none of them ,even if some deal with the material relam more then the one which deals with the spiritual they are all anyways interconnected between them, all are essential, all are important, no lowest or greatest. We stand to achieve GodHead , we have been given possibility and the opportunity into making our own very fate/fates and live for an eternity. I think there's some more minor things in one's natal chart that might lead him to this great power then the actual so called aspects , this can be easily bypassed trough spiritual evolution, Mercury is also the one who offered the ability to talk, communicate/communications , when we talked with the God's , the fact we can comunicate,connect,talk to each other,understood each other, that's because of Mercury and that's very spiritual and occult in itself but that changes nothing.
