Lately I've been feeling static in my base chakra (kind of like when an old CRT TV or radio wouldn't connect to the channel/properly). It happens at random intervals during the day.

The second new feeling is either a warm glow or soft pressure at my tailbone. It normally makes me squirm a little bit but isn't super uncomfortable. This also happens at random intervals during the day.

When I get these sensations after a few minutes I'll feel pressure in my solar chakra and throat chakra. I'm doing extra solar chakra work atm so this is expected. As for the throat, I expect that maybe my sixth chakra isn't completely open yet but the throat chakra pressure isn't intense nor does it feel like it's burning. Which is what I dealt with closed chakras before. I doubt it's kundalini since I'm not very advance yet. But I would appreciate advice on the best way to utilize this energy if possible and what could be going on with my base chakra.

If it's relevant, I am afflicted with scoliosis and the S-curves of my spine are in my throat and below my ribcage. Which happen to be where those two chakras are located.
 
Good signs, but you need to get rid of any deformations in the spine, in order to rise your kundalini safely.

Please go to a specialist ASAP. They will give you exercises which will help get rid of them.

Practice hatha, and kundalini yoga also.

Static/electric feelings in lower chakras are normal, and a good sign, since they are more "electric" the upper ones are more magnetic.
 
A "soft glow" at the tailbone does sound like a minor stirring of the Kundalini, which activates gradually and thus why you can feel it, even as a beginner. Due to this, or other energetic processes, the energy flows up the Spine, but appears as if it is hitting obstacles due to the scoliosis. This can be corrected, so do some research on this.
