Upon creation of the Tier System (maybe people forgot), one of the rules was that people would have to continue to support the Temple of Zeus to get access to their Donation Perks. There is no set date here, and it's not all about money, but other forms of contribution count too, however if you haven't done anything in a long time to help build and maintain the ToZ do not expect to get anything in return.
Even though every form of contribution counts, you couldn't possibly expect to have the same treatment as someone who had donated, for example, 10.000$.
Sharing, talking about, or disclosing these Rituals is prohibited as they should be given to proven individuals and initiates who walk truly the path of the Gods. It's not just about the money. Not everyone who has the money will be able to purchase them, that's why you have to submit an inquiry first.

About your last question, only High Priest Hooded Cobra can evaluate your efforts and assign you a Tier, but I can tell you that these are assigned to people who are BUILDERS, people who continuously make an effort to build and maintain this Temple. The higher your contributions are (realistically), the higher your Tier gets. Soon, there will be a way for people to request a Tier elevation, where you can show your efforts to the High Priest personally. As we grow, it is harder to keep up with what everyone is doing here, but no one is left behind. So if you think you deserve more, he'll hear you.
To people who complain about the prices of the Sacred Rituals or other things on the platform, and complain that everything has to be free, this is not realistic. Taking TG Blitz's analogy, for example, you couldn't possibly expect someone to rebuild your house for free. These people had to invest their time, money, and sacrificed in other ways to learn how to rebuild your house, so it's only fair you pay them. You couldn't possibly expect to go to a doctor who is a specialist in a given field, and ask for a surgery that would save your life, for free. It's not how things work in the real world.
Money is needed to maintain and make this Temple grow. Nothing is free in life. We do not have any fundings whatsoever, so we have to rely on donations, because none of us are rich yet.
So with the above analogy in consideration, how could you possibly expect High Priest Hooded Cobra to rebuild your soul with rare techniques, for free? When he has worked in ways you can't even fathom to acquire these materials, where he had to go to unimaginable lengths to get these, such as, for example, pay for rare sacred books from his own pocket, travel to places, learn new languages, work with the Gods to perfect these, and all for what? For people who never contributed anything to get it all for free? So they can then never lift a finger to help this place? It doesn't work like that.
The ToZ website by itself can get your existence to great heights. It should NOT be underestimated. And no one has ever charged a cent for what is available there. Most people will benefit from this website and never feel like they should help it to at the very least be maintained, or to help it grow. People who want more of it for free, it is because of their own greed, and most of these people have not even mastered the advanced meditations and techniques. Otherwise, their own mindset would inherently change with these, as well as their level of understanding, and they wouldn't be making such unrealistic demands.
When you say that "thousands of dollars for a ritual" is nonsense, this is extremely disrespectful to the High Priest who have gone through the insane efforts of finding these and perfecting them with the Gods, and this shows a complete lack of understanding of what these Rituals truly are and what they can truly do for your soul. You fail to grasp how sacred these rituals truly are. This is not role playing, this is serious knowledge that can literally change your soul and your life in ways you can't even imagine.
I understand financial constraints, we all have them, but at least learn to be respectful and think before you speak.
We live in a world where people believe they are entitled to everything, and just because they exist in this world, they should by default have something just because they want it. This is not how reality operates, and that's why so many people end up being disappointed with life when they have a reality check of some sort.
Even in Ancient Times, not everyone had access to everything by default. Certain practices were restricted to very specific individuals, and that's not "bad" or "nonsense". Because others, who were less interested in building and maintaining, still had access to knowledge that would help them build themselves up even though a lot of these probably didn't even deserve that.
