No it doesn't. Build it your self and try but this isn't going to work. For one it's two resistors and for two this is not how you would take in energy from the atmosphere or earth or aether. I have been a long time fan of nikola and tried many things I know one day one of us wI'll figure It out but it's not two resistors connected to a cable this for sure I know.
