My Pluto is within a few degrees of the next house, as well as my Uranus. Can I assume the interpretation of these additional houses in relation to the original placement?
I know with the inner planets it definitely count's, but is the same true of the outer planets or is it just considered as conjunct the house cusp?
Yes, I misunderstood what you had been asking. The transcendental planets, as far as I know, will not carry the same amount of power and influence as the inner planets. Unless you have one of them as a chart ruler or in your first house. In which case you would be affected more personally.
