Destroying / cursing is better at a waning Moon. Especially at waning crescent.

Ok, I guess it is also good practice to practice patience. I.e to save up any frustration and anger, and then make spell on the appropriate day.

Reverse torah rituals are great for this purpose, and using your mind by directing your hatred toward the aggressor can be done almost anytime although perhaps Mars retrograding should probably be avoided even in the case of 'casual direction of negative energy' not just with specific workings. Be sure to take care of your personal spiritual hygiene if you do any of this.
