How to use the Thurisaz/Thaur rune to unleash thunderstorms and storms?

I know it takes a huge energy level.

Is it like vibrated and energetically condensed into a sphere with the hand chakras?

How much area could such a skill cover?

Several kilometers depending on the power of one's soul?

In my opinion it is about manipulating the right elements, thurisaz might just be a form to channel it.

Power over the elements is fairly advance.
In a Yogic text I read (I don't know how reliable it was) there are 4 stages of enlightenment

1 - Cessation of errant thought. Your brain only interfaces with your spirit at this point.
You will have no psychic interference whatsoever in your thought process.
2 - Cessation of doubt. It's hard to speak about levels you haven't reached.
All I can say about this level is that you really /know/ what you know.
3 - Mastery of elements
4 - God's realization/Magnum Opus

Just wanted to share that if no one else has read about those.
I believe controlling the elements is going to be a lofty goal for anyone that has to ask how to do it.
