My enemy who damaged my life has sun in his ascendant and Pluto in the 8th house .Is it possible for me to destroy him even if I become extremely powerful in power meditation

But growth should happen in a positive way, don't obsess over revenge neither quit it if the person did something really bad to you.

It depends, if you've been meditating for at least five years or are wise enough to do black magick, you can start this year.
It's not necessary to become extremely powerful, just know what you're doing.
