You need to lay of the sci-fi and live in reality.
Even if such a device could work, the last thing that would be required would be a wire connection to the cerebral cortex. No technology that mechanically connects devices directly to parts of the brain are required in any such context.
Perhaps something that would be possible, is a device that can read the electromagnetic impulses of the brain by placing sensors on the head, then isolate the pulses of the cerebral cortex and translate these electromagnetic impulses into visuals that may be protected onto a screen.
However, astral projection is as it says in the name, astral. Whether the astral visions are even recorded in the cerebral cortex or any part of the material brain is unknown and questionable altogether.
In that case, a device that can mimic the spiritual function of the Pineal gland would have to be made to allow for external reading of the psychic/energetic wavelengths that the astral body communicates with the Pineal gland in the person who projects.
For this to be possible, a perfect understanding of the spiritual workings of the Pineal gland are required, as well as perfect understanding on how the Pineal gland translates purely astral energetic impulses into electromagnetic wavelengths that can be translated by the neurons in the brain into visual and auditory stimulations that can actually be understood by the person.
And we are nowhere close to being technologically capable of such a feat.
