I haven't seen my brother since I was 8 years old and I heard rumors about what he did. So when I looked him he attempted aka did something to a young girl under the age of 4 years old.

When I read this I was filled with anger and I wanted to do some revenge magic to make my brother pay.

Should i leave it with the god's or should I do something about it. Will it come back to me

You can avenge another person, especially if you see an injustice.

When you do magic, always be sure that you are doing everything right (restoring justice), any doubt can not only disrupt the work, but also harm you, because in black magic the energy can weaken or return back to you, but to prevent this from happening, you need to purify the aura after each work black magic and making the return of curses.

However, that doesn't mean no action should be taken, but just to be smart here. For example, it might be better to do a working to expose him to the authorities and expedite his movement through the justice system, rather than just trying to outright attack him, spiritually.

He has been in the Justice system I decided not to do anything to him or ask the gods . We faced to same darkness growing up and he has made his path and I mine as the gods know

I think you are talking about sexual abuse? Whatever is this, abuse, violence, emotional threat etc. is a vicious crime.
I see this theme popping out every day more here and in the general news. I strongly think something on large scale is happening against this jewish plague that infected many gentiles, like whatever global spell protecting child abusers/attackers is vanishing.

I would like to do a similar working but Mars is Retrograde. This leads me to frustration for not possible to take direct actions here so I am trying to find a way.

HPS Lydia had clarified that reflective/defensive actions work under Mars retrograde, so you can at least do this. You can also bind or detach as needed, and/or spend time recovering your own position. I believe it is possible to amplify the reflection of damage back onto them, but not sure. At the minimum, you can return the damage and prevent them from doing more, then start a more punitive curse or action later.

Laguz does reveal the unknown and could be useful if the offense was particularly hidden, but this is still somewhat separate from justice itself, which would be drive by Tiwaz, as one example. Other runes can also be useful for turning other aspects of the situation in your favor. You could focus on gaining allies, if needed, for example. Also, I believe the Gods' Rituals and their influence can act, especially in emergencies, regardless of Mars retrograde. Consulting them would be worthwhile if immediate action is required.
