Permutations (anagrams) are magickally connected to the original, either constructively or destructively. A small permutation usually leaves it equivalent to the original, just like in these anagrams of SATAN:
SATAN
SANAT
SANTA
SATNAM
...
As long as the majority of the vibrations are going in the forward direction, it is supportive of the original energy. However, the original pronunciation is the strongest, which is why we vibrate SATANAS or SATANAMA, and not SANTA.
If the majority of vibrations are in the reverse order, then it reverses the original word. The dividing line is a bit fuzzy, but you can usually get a sense for how permutations affect a word by vibrating it and paying attention to how it feels.
Going back to your example, this is my best interpretation. I bolded the individual vibrations going in the majority direction.

No, it won't help with the RTR affirmation. The RTR is already the exact reversal of the hebrew letter vibrations, so any permutations will be less powerful. The multiple vibrations in the RTR for each letter are for different dialects of hebrew, not permutations of the same pronunciation.
