Is it possible to locate one's ancestors?

Is it possible to locate loved one's/ancestor's/friends who have reincarnated and currently exist elsewhere in the world? Who you share a strong past relationship with? Or will they have been automatically reincarnated into your family. What about previous friends?

For example, I know some psychic used divination for the CIA to locate missing persons, as well as warefare in WW2, but how do you actually learn this specific skill?
