do tight aspects to the ascendant change the appearance of a person ? lets say for an example someone has ascendant conjunct pluto at a tight degree can that change your appearance ?

Yes. Any tight aspect of the Ascendant by Pluto will make you more Scorpio-like in appearance, if it is within the 1st House it is also one of your Chart Rulers.

Multiple Chart Rulers and aspects of the planets to any of the other three Angles (prominence) will weigh heavily on your appearance.
