If you're referring to the astral plane, I think yes and no. Yes as in they can exist as thoughtforms and other things.

Not as in if they are actually used though. Spirits are mostly left in a roaming state.

They might have vehicles. I don't know. It's known they have space ships that are able to go to other planets. They have extreme advancements in both spiritual and physical technologies.

I never though that Hell and Orion was the same places.
They surely use ovni-like machine, but not purely mechanics engines with wheels like our cars.

I suppose they use "antigravitational" engines as commonly we use wheels.
A tension of at least 30kV applies on an asymetric capacitor creates an upward force. I don't remember the name of this stuff.

It wouldn't make any sense, so I believe that hell is on the astral plane.

As far I understood, you live your incarnations on a given planet until you become sufficiently mature to have nothing left to learn on it.
On Orion, everyone must be really evolve. We could imagine that sometime, an "Orionian" incarnate here to do a particular task then he returns, but I'm not sure.

The problem with this kind of questions is that we cannot have the final answer, and perhaps we are not even able to understand the answer.
The ability to understand by ourselves is far more important than having answers.

My GD and Father Satanas took me on a visit there once, and I didn’t see cars, it’s more like space shuttle looking things. Small ones, for personal transport type stuff but then they had giant ones. Imagine a Giant White SR-71 Blackbird combined with cruise ship. That’s what it looked like to me.
