Intelligence Working

But I am not clarified about one part , can you only start it only in one of the 3 signs or any signs ( but favorable related to mercury ) & the moon waxing. Currently the moon is waxing in pisces.

For the best results surf the wave in the direction it leads you. For average or below average results surg against the tide (for most people, beginners and intermediate alike). In other words, work with the Moon (or in other cases, with planets) as indicated.

The most optimal way for doing such self improving workings, is to first obliterate the negative karma you have in this area, and replace it with "good karma", like this working.
I don't completely remember what JGNP said, but it goes something like this, you destroy the unwanted, and replace it with something beneficial.
