Since Neptune weakens, does Neptune here reduce the influence/power (negatives) of Saturn? What if Saturn is in Libra, in which case it is stronger?

It combines the two planetary energies when they aspect. It does not reduce the negatives but changes how they express themselves.
Saturn/Neptune
Those with this aspect often feel sorry for themselves, especially in childhood. In some cases, those with this placement neglect the importance of money and in extreme cases, renounce all materialism; with both instances, leaving them in poverty. In other words, money and material wealth are not taken as seriously as they should be. The imagination is well developed and can be morbid. Often, the worst is both feared and expected regarding the future and pending problems. In some cases, as with Neptune/Sun aspects, if there are other factors in the chart supporting this, the father may victimize the Saturn/Neptune child in some way or anther, even unintentionally.

This placement produces more single/unmarried people than any other. There is nearly always hard luck involving the love life. Saturn often brings the wrong partners; those who are abusive and downright rotten into these people's lives. In some cases, if there is a true and deep love, circumstances can intervene and destroy this through death, forced separation or other drastic interference. Some people with this placement may have a physical problem or handicap that prevents them from forming any love relationships. Family responsibilities can prevent one with Saturn in Libra from entering into a marriage relationship, and/or overly domineering parents can also interfere, preventing any love in the life. Saturn gives karmic lessons to be learned, seriousness, tragic negative thinking because too much karma in this sphere or too much negative experience. Neptune gives extreme compassion, heavenly love, heavenly highest forms of music and art.
Together they can resonate as negative sides of compassion being empowered such as stigmata: physically experiencing other's pain, insane empathy where you do not know where your person ends and other's person and pain begins. There is no somebody's own pain anymore, but common, there is no more such thing as "own pain", now all world pain is yours as much as everyone's else - it has no private owner anymore.
If such this one is great for healing then. Together with other chart aspects pointing on it such as stellium in 6th these planets in aspect shows extreme talent in healing because extreme talent in understanding another's pain and extreme sense of responsibility for another: this aspect can be sublimated into Hippocratic Oath because is a result of insane compassion and suffering. A lot of suffering aspects can be sublimated into healing - this is what Siberian shamans and shamans all over the world do when get under shaman sickness: they would suffer until they learn to heal - the alleged demand of their higher self.
For TCM / Tibetan medicine any Capricornian-Piscean topics connected would be great because it demands Capricornian discipline and endurance to learn it in its height and vastness. And is deeply spiritual as Pisces are. Not to forget TCM's psychological aspect as well. And any such intricate vast medic field.
