Which cusp is meant to be interpreted in transits,SR,etc ?

Hello brothers and sisters!
It’s unclear to me as to which house cusp to interpret upon in predictive astrology.
For example an aspect between Pluto and Saturn:
“ changes in house with Capricorn on the cusp.”
Should I interpret this as changes in the 6th house(natal houses)or the 2nd house(transit houses)(this in the context of the random chart image)?

I would really appreciate some clearing up on this.

It means the Natal House cusp ruled by Capricorn. That said, the SR cusp of Capricorn can also give clues as to the nature of this as well.
