Turkey was getting funds from the EU to keep the refugees from Syria within their borders, sealing it off from coming into europe. Now he (Erdogan) has decided to just let them all into Europe.

Damascus - The fence is off the dam. A dramatic escalation in Syria threatens to get gigantic repercussions for the Middle- East, Europe and the rest of the world. Turkey and Russia are seeing eye to eye with each other after an air attack at Idlib killed more than thirty Turkish Soldiers. To force European countries to take action, Turkey opened the borders for refugees.

Summary: Erdogan decided to open the gates after dozens died during fights. To get something done about the problem Turkey is having with Syria, he decided to cut current promises, in the hope that everyone would eventually choose his side. Apparently Turkey is an 'unpredicatable partner' that 'changes his attitude towards responsibilities on a whim' (this last bit is more of an interpretation than a literal translation).
Eu didn't look for a long term solution, but decided to agree with Turkey. Milliards of euros were send to Turkey, so they could take care of them.
