To my understanding, opening the Third Eye permanently is an advanced step towards the godhead. The exercises provided in the JOS work to stimulate and activate the Third Eye towards the end of opening it.
Consistent work on it is required, daily even. Furthermore, I believe the serpent brings the third eye into full blossom.
Members like NakedPluto would give a way better explanation. I hope he sees this.

There is no one-size-fits-all answer, as it depends on the individual, and if any work has been done in the past lives, and any inherited abilities from parents.
Keep at it, and also practice trying to see your aura. Try a few different methods of mantras, such as Thaum, Thoth, Dagaz rune, Inanna, to name a few. This Thursday is a waxing Moon in Cancer, a great time to start a new mantra for your 3rd eye if you are not already using one.
