No, the term "deep web" doesn't imply automatically something illegal, although illegal sites ARE in the deep web. Actually most search engines about deep web are academic-based and concerned with science and medicine. Its just that, sites that are invisible by a search engine crawler because they either require login or because of any other reasons.

I don't remember the details but someone explained it to me, you need to download a software thing that makes you anonymous there, sign in with it, and then you can use the deep web. If you just use the deep web without the software you attract all the wrong attention. It seriously raises flags and connects them to your ISP address. Be careful.
