While there are minor genetic differences between a Filipino person and a Japanese person, both are still part of the major Asian Race, it would be safe for them to have children without any problems in the genealogy, or other issues that occur due to Race mixing.
Any relationship between gentiles from what we commonly refer to as the Asian race, regardless of country of origin, does not count as race mixing, even if there can exist minor identifiable differences between Asian people from different nationalities. So long they are actually Asian.
There are a number of mixed racial subgroups who are primarily Asian in terms of ancestry, which could be considered as race mixing if they had relationships together with a full Asian person, however, due to how eugenics work in case they have children, even this may not be harmful or negative (Unlike race mixing between people with a different majority ancestry), since the children of these people will genetically come closer to the mean genetics of the race they inherited most DNA from and thus become fully Asian again a few generations down the line, and can even, if many people from such a mixed subgroup have children with full Asian partners, in the very long term re-assimilate the minor subgroup into the original race, eliminating the mixed DNA completely, which is healthier for the main race long term and not really a negative thing.
