Racial identity

Moving thread to proper forum:

My question to this forum is that, in Eastern Europe, it is very rare to find people with dark brown hair, almost black hair, almost black eyes, white skin, but without the features described in the "How to recognize a Jew" pdf file. Would this mean that they are Jews regardless, or if not, what race or culture are they descended from? Because this is a question that has been on my mind for a long time.

I apologize for the incorrect wording, or if I'm not very clear, my English is very poor, but I thought the forum might be able to help answer that.

They are white, but have some small amount of asian DNA from a thousand years ago, or maybe older. This is why they have the black hair and eyes like asians, and also sometimes you see people in this area with an asian shape in their eyes.
