Need for clarification

Hi,
The problem I have is about the chart ruler, I thought I understood but it seems not really.

Now to find the chart ruler you need to look at the Ascendant, more precisely the zodiac sign in which the Ascendant is in, am I right until now?

Once the zodiac sign that holds the Ascendant is found, one will have to find the planet who precisely rules this zodiac and the planet in question is the chart ruler.
And to understand what role it plays in the chart one will have to seek the house or houses in which the planet who rules the zodiac sign who holds the Ascendant is placed, right?

Also what is the dark moon and how is it different from the moon sign for both to be separated signs?
