I'm new, so I'll be guarded about my comments. But where I come from, if someone was standing in the local shopping mall talking to people like that, someone would summon the Police and they would take him to the local hospital to be psychiatrically assessed. The man is obviously suffering from SERIOUS mental health issues, and that's the way he should be treated.
