Is stellium ascendant?

In my natal chart, I have four planets in a sign(stellium). Is the planet ruling my stellium sign my chart ruler due to greater personality influence or my chart ruler is that of the ascendant/rising sign despite the stellium?

I am answering a bit late but I just wanted to relate that the stellium ruler in some cases can be considered a co-ruler, depending on how strong it is.
