You can start by reading Tarot Simple and Plain, which Draconi also mentioned, it shows you everything you need to know.

The way to learn tarot is the way you learn anything, by doing it. Enter a meditative state, draw cards with a query in mind according to the spread you're using and meditate on them. The images and symbols will speak to you. Tarot is a divination tool, and a psychological one.

Generally most tarot decks come with basic meaning books. You can get the gist of the suits and what each suit means. Do not use Rider Waite or any tarot with christian/jewish symbolism - do your research and look at the cards online first.

You can also look at other people's readings on youtube to see how they interpret cards. Be mindful, and use your discernment.

Look at the cards and derive your own meaning. What is happening on the card- play it back like a movie.
For example take a look at the Lenormand cards in my signature. Look at the first card - rats.

Rats are rodents that infest everything and carry disease - they can become a plague if they are not controlled. You can see the rags with holes chewwed in them and half eaten apples and bread in someone's pantry. Currently they are feeding and having their fill. Do these creatures remind you of something....

The second card - star. A wheel with the zodiac at each point. When I look at stars I see hope and wonder, that the world is bigger than we can imagine, they provide us with direction, and align with our destiny. A star burns bright and sparkles far into the distance. Satan is also known as the Morningstar.

Third card - clouds. You can see the dark stormy clouds at the bottom and turning into light. It represents a situation where everything is dark and stormy like there is almost no hope - and the transition to the opposite and the feeling of sunny days, hope and light.
