How do I get in touch wtih the higher ups?

If you know, would you be so kind as to share?I have some questions and I need people who have been in this organization awhile to answer them

Because most of the questions newbies have can actually be answered within the information on these sites

also if there is any topic you cannot get access to on the main jos site look into what is known as "the way back machine".
this can allow one access to areas of the jos site that were shut down (i forget how that happened exactly) for whatever reason.
