Do comets/meteorites/etc. Influnece ones behavior?

Hi, I was watching a video about a comet that passes through the Earth every fifty thousand years and it got me thinking if these sort of things influence ones behavior or something?

Like Saturn has rings which are basically floating rocks, do they have any significance to Saturn's power or are they meaningless and they do not work like say a planet or a sun would?
