You should do the Opening The Chakras for all chakras before doing anything else.
After that, you can do whatever kind of cleaning, unblocking, and empowering that you want. It is common that most people only want to focus on empowering because we want to feel something, but this is not the most important thing. The most important is the unblocking and the cleaning.
A clean, open, and unblocked chakra is able to comfortably flow a much larger amount of energy through it, so the empowerment will come much more easily when everything is opened and cleaned. Too much empowerment with not enough cleaning/unblocking creates painful situations where more energy is trying to flow than what is actually able to flow. Think of it like water, too much flow into a small opening creates more pressure which is uncomfortable.
Kundalini yoga is a very strong empowerment which tries to flow an enormous amount of energy through all of your chakras. If you are doing this every day, you should also work on the unblocking and cleaning every day. And the empowerments will be much less important because the kundalini yoga itself is a very strong empowerment. But the unblocking is required. Any time you feel any pain from a blockage somewhere, you need to open whatever valve that is too closed.
