Drawing in Energy

It states by "willing" it in can someone provide a better understanding about this. With breath we control an amount of energy coming in for example Chakra Breathing 7 breaths. But how would say Chakra breathing work with drawing in?

Drawing in sounds like we just charge it up for as long as possible or pulses of energy to come in.

Care to explain this better?

You use your will, i.e., you visualize the energy and direct it as you wish.
