Hello, my Ascendant in my Birth Chart is Pisces, but the 1st House, which is Aries, is being intercepted. Lady Maxine mentioned in her past articles that in such situations, there are two Ascendant signs. Does this mean I should take both Mars and Neptune as the rulers of my chart? And what should I do? I feel emotional energy of Pisces but I got burst sometimes. Give me suggestions! And what is intercepted sign actually?

Also, does the birth time have an effect on a person? I was born at the hour of Saturn; does this have any slight effect? Or is there any trace in the life of someone born during the hour of Venus?
 
An intercepted sign means that an entire sign is "encapsulated" within a house, meaning there are no house cusps in that sign.

So in your case you have Pisces Ascendant, that means Neptune is your primary ruler, and Mars the co-ruler.

I'm not sure what effect being born in a specific planetary hour might have. I think it could add some energetic undertones, but it would still be far weaker than the planetary influences that dominated the moment of your birth and therefore would have an almost imperceptible influence.
