The thing is, I live in a high-rise, apartment building.

A family with children lives downstairs, and they are not just making noise, they are literally massacring each other, the walls are shaking and shaking, shrieking and screaming.

It is useless to talk to their parents, they are very stupid people.

There are some things that can be solved better with physical actions. Make the family aware of your situation. Often they will be so embarrassed that they will want to avoid putting themselves in further shameful situations. There are also legal avenues for action. Not everything is within the reach of a spell. Things in the immediate physical require more physical than astral interventions.

Children need to run around outside. It's sad to think of kids being raised in apartments like that. They have so much energy, and this is a good thing, but it needs to be burned off properly.

There's really not much that can be done in your situation, other than you or their family moving. Unless you inspire their parents to take them on a run every day, but most families do not do that. Or tell them to enroll in gymnastics etc, but that is not your responsibility.

You can't do a working to make them always chose a quiet activity because they are not elderly people. They are children. They need to run and yell and play.
