On 18 March, we can do black magic and other destructive workings but there is no mention of curses.
However on 29 March, it only say curses and nothing else.

Curses are black magic. Undoing them, on the other hand, is not black magic. You can undo a Curse that they cast on you even during Mars Retrograde. But to curse someone wait until you can do black magic.

There are different types of black magick.

To curse someone could mean to bring them haem, i.e. cursing somebody to death.
While there are different types of black magick that don't entirely focus on cursing somebody to death, like using a poppet or energy ripping. You're slowly making the person's life worse, but not outright casting a death spell on them.
