Astrology #720 Confused about intercepted 1st House sign

Let's say the Ascendent is in Libra but the 1st House is intercepted by Scorpio, and that Mercury is also in the sign of Scorpio but placed in the 2nd House instead.

Mars and Pluto can obviously be treated as co-ruler(s) due to the sign rulership, but what about Mercury being in the same sign as the intercepted 1st House, although it's actual position is in the 2nd House?

My question is: will it function similarly to a Mercury in the 1st House due to the Scorpio connection bridging the gap between the two adjacent Houses or not?

Also, can a very heavily aspected Mercury essentially be treated as "co-ruler" of sorts? Because presumably, this would mean there's a strong gravitational pull in this area due to the planetary alignment(s)?

What if the signs/houses ruled by Mercury are also heavily prominent, such as Uranus/Aquarius, Virgo, the 3rd House and possibly even Sagittarius as it relates to a sort of intellectualism?

I meant at the end of the 1st House... which goes from Libra to Scorpio, so there is a bit of Scorpio (the first section of the sign) inside the 1st House.

And Mercury is right next to the cusp of the 2nd House.

Does that mean Scorpio is not intercepted?

I thought if there's two signs inside the first house that meant the planet(s) ruling that sign become co-ruler(s)?

Intercepted means fully within. The entire sign of Scorpio would have to be fully within your 1st house for it to be intercepted. You can look online for diagrams to learn. So your 1st house would have to start in Libra, and your 2nd house cusp in Sagittarius, for Scorpio to be intercepted.
