I used to use the brith time on the birth certificate. The natal made senses but but it usually did not in solar return and transiting charts. I tried to rectify it now it matched the events in solar return. But there was totally one hour difference and the ASC also changed. I was not sure about the new one.

Try to gather further information about your birth time from your parents and other family members.
Astrology is an important tool for an SS as one advances. I think asking directly the Gods would be effective. The Gods always assure us the tools to advance further in power and understanding. Each tool has its proper timing.

Yes, it may be a mistake. Sometimes they may make a mistake in an hour or even a day or a month

Have you considered whether daylight saving time (DST) was in effect at the time of your birth, in the place you were born?

This in theory, could account for that 1 hour difference.

There is a historical lookup search for daylight saving time for geographical places at timeanddate.com.

I hope this helps.
