I have an 8th house Aquarian moon as my chart ruler. No other planets were aspecting it when I was born. Does this make the moon extra strong in my personality?

In a sense, yes, their influence is stronger than in other cases. Isolated planets can manifest their effects without “control” for better or worse according to their potential.
