And he is afraid of having tens of millions in the bank because the banks are only required to actually have about $200,000. And since they have failed, they actually have less than that. And all of his employees are paid at regular scheduled times which means very large amounts of money are frequently taken out all at once. And he is afraid his bank will fail and he will lose everything.

So he wants to take most of the money out and invest in physical items so the value will be safe and not disappear. But this makes it very difficult to pay employees, especially with how many he has. A physical item or property does not easily become a steady weekly payment to 100 different people, without a bank as temporary storage.
