I think that electricity can't be easily monopolized and controlled, for anyone can buy an electricity engine and save as much fuel as needed to operate it. Get a solar charger. For < $50, you can keep your phone running pretty much forever.

Printing is still better because the enemy can theoretically disable phones remotely, but it's not feasible to print the whole 800+ pages of the JoS plus the thousands of PDFs on Satan's Library. It's also hard to print the MP3s...

If you really want something to rely on, get a Raspberry Pi kit with a touchscreen, and run it off a 5V solar charger. The models without Wi-Fi should be impossible for the enemy to disable with anything other than an EMP.
