If it is possible to read someone's mind, then why does the government go through all the trouble to get mass surveillance programs like Edward Snowden talks about?

Wouldn't the government simply read everyone's mind using the quintessence or something?

Reading one persons mind isnt the same like reading minds of all the people on earth

The Government already has the capacity to read your Mind. Take an example of Facebook, which is ran by CIA Officer Mark Zuckerberg, says it has the capacity to read your mind and therefore provide suggestions according to how it does that. This is all done through the brainwaves. Another example is through MK-Ultra (Which they’ve currently developed to the pace whereby they can use radio signals that have the same frequency to synchronize with your brain in order to send it messages which goes straight into the subconscious mind and manifests there. This is similar to how subliminal a work too, but worst of all, they’ve made this technology in such a way that the sync can even send your thoughts back to them), so yeah, like I said, they already are and possibly have been reading your mind since a long time.
