Questions about the dedication ritual

I decided to do it but before I must ask two questions.
1.Should I do it at a certain hour?
2.Should I write the prayer in my language or english?

There's no set time as to when you're supposed to do it, but you can also wait until Summer Solstice (June 23-24) if you want (Solstices are great for doing dedications) also, most rituals should be done at 3:00 a.m. or 12:00 a.m. unless you're working with the planets.
