The lesser demons are gods too, but not everyone can hold an should hold the power of the High ranking demons. Mainly the power is from the rank, not from the spiritual advancement, Ofc Satan is way more advanced than a lesser demon, but doesn't mean they can't help you, indeed, usually they have more time to help.
