On desktop PC (both Windows and Linux): "Save page as..." and then you select the download location, or it will download automatically in a preset destination that is determined by settings. Then you open the file as many times as you want as it is saved on your device.
On Android mobile devices, there are more hoops, but the same functionality can be achieved by applications supporting saving web pages as html files. Please look up required software yourself, if this is the route you need to take.
I can not comment on Apple devices, but those should have similar functionality.
Other method is to save the page as a PDF file, and then open the PDF file with picture editing software for blotting of letters.
