For example, the moon in the first house gives the person a Cancer ascendant.

Is it true that it can give the effect of Aries or Scorpio?
Okay. I will try to make it short and not too complicated .
What do you mean the planet on the ascendant ? The zodiacal sign of the ascendant itself or the planetary aspects that the ascendant has with other planets?

The first zodiacal house rules over one personality , how he views the world , how he as been brought into this world. The natal planet of the 1th house is planet Mars but let's keep it to the subject.
It depends in what zodiacal sign your moon is . If it is in Aquarius and 1th house that will mean you will adopt a Moonish personality into your persona but under Aquarius perfume.
Meaning you will be both Moon'ish and Aquarian but limited Aquarian under the Moon influence so that means everything that moon rules over it will be under an Aquarian perfume by that I mean you will tend to be sensitive and stuff but in a Aquarius kind of way.
[Example: Let's say you have moon in the 1th house and scropio. This means your personality will adopt the moon into your personality but in a scorpionic way, having both moon and the traits of scropio but scropio will be limited by the moon , meaning you can be distructive , cruell but your moon won't allow scorpio to fully be itself because it's limited ,like in a coding program, but in this case more Universe kind of program which is huge of a complex stuff. This means you will tend to be scorpionic and feel emotions very intensify and if you go over cruellity the warmth of the moon will not let you distruct at it fulles but then if you have Moon-Pluto and Mars-Pluto things changes and it also depends of your ascendent itself and other things ,like you might have a stelllium , if so then it's even more 'complex'
The planets in the 1th house are important and strong especially Sun,Mars. I have read that the Sun itsef in the 1th house becomes instantly a CO-Gov in your chart.
