The planet of the throat chakra is Venus, not Mercury. Also the day of the throat chakra is friday which relates to Venus. You have to vibrate NEBO for the throat chakra as INNANA is written for the heart chakra. Also I think INNANA is actually a mantra the 6th chakra and third eye, I'm not sure if is correcty written for the heart chakra.

As mutch as I know Inanna is the babylonian goddess of venus, Nébo or nabu is the god of mercury.

So since the thoat is venus, we vibrate innanna in the throat chakra, nebo in the heart chakra.

Same principle will probably apply to any god tied to a planet although some like hindu gods are used for more than one (frawley) depending the aspects they represents.
