The Moon is receptive, wet, fertile, changing, and cold.

Is this because of how frequently the moon changes sign astrologically? Does this mean people with Moon as chart ruler frequently change their behaviour as the moon changes signs?

In the general line, yes. Those with a strong lunar component have a tendency to "be moody."
