I have a few questions about astrology

If Capricorn is my ascendant sign then saturn is my chart ruler, what does it mean if Neptune is positioned in the first house is it conjunct i have been trying to figure it out but to no avail, also how do you find degeress and fixed stars like how do you know if leo is 20 degree.

and lastly my chart seems to have 3 signs in the first house what i mean by this is that pisces Capricorn and aqurias are all grouped under 1st house with neptune uranus and jupiter all in this house they are labeled under number 1 and i am finding no way to interpret all of that can anyone tell me what that all translates into (roughly)
