This is a fictitious apogee point of the Lunar orbit, a projection of the maximum distance from the Lunar energy in a person’s chart.
Fictitious points in astrology are called so because, unlike planets or asteroids, they are only a mathematically calculated zone in projection onto the ecliptic. Lunar nodes (eclipse points) are also fictitious points and we see them only because we know where and when the eclipse will happen.

As for the interpretation of the Black Moon, I would not give any recommendations here on my own. The main motive that many astrologers study regarding this point is that it creates dependencies and temptations regarding the sign and house where it stands. But this, of course, mainly applies only to people of weak spiritual development.
In any case, these things are not related to basic astrology and you should study the more fundamental parts of the entire chart before you start analyzing fictitious points or anything like that.
