Yes, you do not have to use candles to summon, what matters more is approaching the Gods in the utmost respect. You can use different colored candles as well they don't have to be black.
 
If l can't find black or other coloured candles and if l can't buy incense can l summon the gods

What you can do concretely is already more than enough. Even if you did not even have a candle or incense, performing the Summoning Ritual will put you in formal contact with the God who if he is not busy will physically listen to you if you have a good will toward him and toward Satya. And this is regardless of the candles or whether you can see him.
