Technically it should be between the navel and perineum to be clear. One thing I have noticed though that might be what is happening to you is that when a chakra is not strong or we are not sensitive enough, it is normal to confuse the feeling of a chakra with just the energetic accumulation of Ki in the area where we focus. For example, if you try to focus with your mouth closed on a central point on your tongue as in some QiGong exercises you might feel energy intensely accumulating there. This could be confused with the presence of a chakra there.
Beyond that I have noticed that by focusing on a chakra you can feel the chakra at a precise point, but if our sensitivity is not too advanced, it will still be difficult to tell which this precise point is, but only the central area. A good method is to observe in JoS's diagrams and explanations exactly where the chakra is located is to try to feel it as if it were small so as not to shift the feeling to too large as an area.
With this method I feel all my seven chakras very well. Also working on these chakras helps to feel them. A long time ago (years ago) I was imparanoid because the sixth and seventh chakras were in the head, but I didn't understand which area was the seventh versus the sixth. And so trying to feel the seventh, I felt the sixth. This generated a lot of paranoia for me (I was stupid. I was asking myself crazy things like, "but isn't it that in life maybe I accidentally took psychoactive drugs that altered my brain and that's why I can't feel the seventh chakra of the brain?", yes, I was very stupid, but it's to make you understand that I also had paranoia like you have now).
Then I thought that instead of feeding this hindering paranoia I should meditate on the seventh chakra according to where JoS placed it. And I was able to figure out where it was. In fact, as I'm telling you about it I can feel it well, active and even feel an intense tingling all over the top of my skull. So analyze the diagrams and descriptions of positioning on JoS, meditate on the chakra as if it were in that area and try more and more to feel it as small as you meditate on it. In the long run you may get results.
